Chairman: Azerbaijan’s construction material exports may increase by over 20%

In 2025, the value of Azerbaijan’s construction material exports could increase by more than 20% compared to the previous year, Ramiz Isayev, Chairman of the Azerbaijan Construction Manufacturers Association (ATIA) Public Union, told Report.

According to him, amid dynamic development observed in Azerbaijan's construction materials sector in recent times, the main directions of product demand and production capabilities are entering a new stage.

"Currently, the demand forming in the market is mainly observed for concrete, cement, reinforcement bars, insulation materials, bricks, tiles, and metal structures. A significant portion of this demand stems from large infrastructure projects carried out within the country, including the Great Return program implemented in the liberated territories. Additionally, orders from regional countries such as Georgia and Central Asian countries, including Kazakhstan, play an important role in the export-oriented development of the sector," Isayev said.

The chairman noted that in 2023, the export value of construction materials from Azerbaijan was approximately $60 million, and in 2024, it was $68.5 million. During this period, a 14.2% increase in total exports was recorded.

“This growth is expected to rise further by the end of 2025. Against the background of new infrastructure projects, regional demand, and increased production capacity, an increase of 20% or more in the export of construction materials is forecasted.”

Isayev emphasized that to increase the competitiveness of local manufacturers, industrial zones and technoparks should be expanded first: "In addition, the development of regional logistics centers, multimodal transportation infrastructure, and railway connections is required.

Furthermore, the implementation of digital platforms for technological modernization and the establishment of energy-efficient production areas are necessary. The green energy zones created in Karabakh and Eastern Zangazur provide local manufacturers with low-energy cost and sustainable production opportunities through industrial parks operating on renewable energy sources. Only in some regions is access to the renewable energy network weak, which deprives local manufacturers of opportunities to transition to green production. I believe that access to renewable energy resources in the regions is essential."

According to the chairman, currently some large manufacturers have ISO, EN, and other international certificates: “However, a systematic and country-wide unified certification structure has not been fully formed. Laboratory capabilities are also unevenly distributed across regions. External audits are mainly conducted in export-oriented enterprises. Overall, the system exists, but it needs further improvement. In this regard, ATIA collaborates with a number of local and foreign enterprises.”

“The goal is to form a unified certification system throughout the country and ensure that these certificates are recognized not only locally but also in foreign markets. Currently, ATIA is developing cooperation with international organizations with Notified BODY status to develop the ATIA-cert certification program in accordance with international standards.

Thus, we are making serious efforts for the certification of local manufacturers. This will ultimately ensure the alignment of the certification system with internationally accredited institutions, establish a digitally traceable, transparent system, and ensure that ATIA-cert certificates are recognized as a quality mark of the Made in Azerbaijan brand," he concluded.
