According to the newspaper, the Ministry of Foreign Affairs of Armenia has not been able to solve the problem of visa issuance for 4-5 months. The Ministry informed that visa issuance is regulated by Article 5 of the Vienna Convention on Consular Relations: "The Ministry of Foreign Affairs of any state cannot interfere in this matter. When issuing visas, embassies follow the laws of their countries."
