According to him, UN Security Council resolutions condemn Armenia's use of force against Azerbaijan, emphasize that Nagorno-Karabakh is an integral part of Azerbaijan, and demand the unconditional and complete withdrawal of Armenian troops from all occupied territories of Azerbaijan. Following discussions on the Armenian-Azerbaijani conflict at the UN Security Council on October 19, a draft statement was prepared on behalf of the Security Council President. The draft statement did not include references to known UN Security Council resolutions. The draft was developed mainly by the Russian Federation and France. Indonesia, Niger, Tunisia, Vietnam, South Africa, Saint Vincent, and the Grenadines and the Dominican Republic, non-permanent members of the UN Security Council, and members of the Non-Aligned Movement have twice violated the silence procedure and insisted on including references to UN Security Council resolutions. Thus, these states have again demonstrated their commitment to the UN Charter, norms and principles of international law, UN Security Council resolutions, Bandung principles, and UN documents. After the persistent and moral position of the Non-Aligned Movement member States, the draft statement was officially withdrawn.

"As chairman of the Non-Aligned Movement, President Ilham Aliyev appeals to all member states of the Security Council to call for solidarity, unity, and mutual support based on the Bandung Principles," Hajiyev said.
