ASAN Service launched the implementation of the Contribution Agreement at the UN with the participation of more than 50 countries and more than 100 representatives, Ulvi Mehdiyev, the Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan (ASAN Service), said in a statement to Report.
Mehdiyev participated in the 24th session of the Committee of Experts on Public Administration (CEPA) of the Economic and Social Council (ECOSOC) of the organization, held at the UN Headquarters in New York.
He spoke about areas to be covered by the Contribution Agreement, which was presented at the UN.
Mehdiyev noted that the Contribution Agreement was signed between the UN and the Azerbaijani government within the framework of COP29 held in Baku last year.
He said that the main goal of the agreement is to implement and promote the ASAN service model, which is Azerbaijan's intellectual brand, on four continents through the UN, to implement citizens' rights through public services, and to carry out measures to apply innovations and technologies in this area:
"We jointly held the opening ceremony of that Contribution Agreement at the UN Headquarters with the UN. More than 50 countries and more than 100 representatives participated. The implementation of the Contribution Agreement has already started."
In his opinion, the promotion of this agreement by the UN on four continents means that the Azerbaijani brand is internationally recognized, appreciated, and recommended to other countries.
"This is Azerbaijan presenting its experience to the world as a successful model in the field of public services, the fight against corruption, and the transparent and unbureaucratic realization of civil rights," Mehdiyev said.
The chairman added that ASAN service has already started full operation in four of the 25 countries that have benefited from Azerbaijan's experience:
"Today, ASAN service is not only a platform for delivering services to citizens, but also a model that meets many of the UN's 2030 Sustainable Development Goals (SDGs). The UN Human Rights Council has also emphasized in its resolution the role of models like ASAN in realizing human rights. ASAN service is both a method of providing public services and a system that serves the SDGs and respects human rights. This system has already been exported to more than 25 countries and is recommended by the UN to all countries."
He said that among these countries, there are both developed and developing ones. Mehdiyev noted that after getting acquainted with the ASAN Service model, each of these countries states how useful it is. Each country has its own legislation and traditions, but ASAN is applied in accordance with the legal framework of those countries.
"This is a reform that, if implemented today, will yield results tomorrow, and citizens will feel it in their daily lives. For this reason, the governments of the countries that have implemented the ASAN model express their gratitude to the Azerbaijani state and the head of state," stated Mehdiyev.
He also spoke about the new directions of activity of the ASAN service and plans for the application of technologies. Mehdiyev said that currently, work is underway on strategies for the application of artificial intelligence to the activities of the ASAN service and data management. According to him, the goal is to continuously maintain 99 percent citizen satisfaction by applying the most modern technologies to public services. Mehdiyev said that these innovations are planned to be implemented within the next two years.
"The basis of citizen satisfaction in ASAN service is the collection of their opinions. Citizens' opinions, complaints and suggestions are analyzed. In this regard, we will ensure that the ASAN service operates more conveniently and is accessible 24 hours a day by applying new technologies. All the information collected will allow us to make data-based decisions, which will completely exclude errors," the ASAN service chairman said.
