In 2024, Azerbaijan spent a total of 298.1 million manats ($175.4 million) on projects implemented jointly with international financial organizations, according to the bill "On the Implementation of the 2024 State Budget."
Report informs that of this amount, the Azerbaijani government contributed 54.7 million manats ($32.2 million), while foreign partners financed 243.4 million manats ($143.2 million).
These funds supported projects across various sectors, including infrastructure—such as the construction of highways and railways—social initiatives focusing on employment support, as well as development of advanced legal services and modern judicial infrastructure.
Specifically, the State Agency of Azerbaijan Automobile Roads was allocated 24 million manats ($14.1 million) from the budget, supplemented by 97.6 million manats ($57.4 million) in loans. During the year, the project to expand the Ganja–Georgia state border highway to four lanes, implemented in cooperation with the European Bank for Reconstruction and Development (EBRD), was completed. Reconstruction of the Yenikand - Bilasuvar highway, carried out with support from the World Bank, also continued.
Meanwhile, Azerbaijan Railways CJSC utilized 30 million manats ($17.6 million) in budgetary funds and 73.8 million manats ($43.4 million) in loans for its international projects.
