Prosecutor general: Heydar Aliyev played key role in drafting Azerbaijan’s first Constitution

The adoption of the first Constitution of independent Azerbaijan is inextricably linked to the name of the National Leader and architect of modern Azerbaijan, Heydar Aliyev, Prosecutor General Kamran Aliyev said during an international conference held in Lachin, Report informs.

He noted that a Constitutional Commission of 33 members was established under Heydar Aliyev’s leadership to prepare the draft of the basic law.

"After nationwide discussions, the document was put to a referendum and adopted on November 12, 1995, with 91.9% of votes and a voter turnout of 86%. The Constitution came into force on November 27 of the same year," Kamran Aliyev said.

The Prosecutor General emphasized that the Constitution of independent Azerbaijan—comprising 5 sections, 12 chapters, and 158 articles—enshrined the principle of popular sovereignty, declared human rights and freedoms as the highest value of the state, and established the foundations of the separation of powers.

"The Constitution proclaimed the inviolability of the individual, protection of life and health, assurance of a decent standard of living, and the priority of humanism, confirming Azerbaijan’s commitment to universally recognized democratic values," Aliyev noted.
