Norway to provide additional $98 million to Ukraine for gas purchases

The Norwegian government has announced an additional financial package of 1 billion Norwegian kroner (approximately $98 million) to support Ukraine's import of natural gas, aiming to help meet energy needs for the population, businesses, and industry ahead of the country’s fourth wartime winter.

Report informs with reference to the Norwegian government that the funds will be allocated through the European Bank for Reconstruction and Development (EBRD), with Ukraine’s state-owned energy company Naftogaz designated as the recipient.

Norwegian Foreign Minister Espen Barth Eide said the assistance follows a direct request from Ukrainian President Volodymyr Zelenskyy:

“President Zelenskyy asked us to help secure electricity and heating for Ukraine ahead of the coming winter. I’m pleased we are able to respond positively to that request,” Eide stated.

The newly announced aid supplements a similar support package granted in March 2025. According to estimates, Norway’s total energy-related assistance in 2025 will help provide heating and electricity to approximately one million Ukrainian households during the 2025–2026 winter season.

Eide emphasized Norway’s ongoing role as a key energy partner for Ukraine:

“We take our responsibility seriously in supporting Ukraine at this critical time. By investing in Ukraine’s long-term energy transition while also boosting short-term access to heating and power this winter, we are reinforcing the country’s energy security.”

The imported gas will be used both for immediate consumption and for emergency storage, as a precaution against potential further attacks on energy infrastructure.

The assistance is part of Norway’s broader Nansen Support Programme for Ukraine, under which the country has provided a total of 4.6 billion NOK (approximately $451.8 million) for gas procurement since 2022.
