"Fighting by Armenian civilians with dual French citizenship on the Armenian side in the conflict zone may aggravate military operations, prolong and complicate the ceasefire and peace."

President of the Institute of European Perspective and Security Studies (IPSE) Emmanuel Dupuy, told the local bureau of Report.

According to him, under French law, the participation of citizens of the country in military operations abroad is not prohibited: "But when taking part in military operations, then they must obey the laws of the country in which they fight. Thus, there are always those affected by conflicts and take part in military operations in foreign countries. However, it is unacceptable for French citizens with dual citizenship to go to the conflict zone in Azerbaijan and participate in military operations on the Armenian side. Because civilian fighting can make the situation worse."

E. Dupuy stressed that, unlike foreigners who take part in hostilities, the military is aware of war rules and tries to follow them as much as possible. Those who do not respect the laws of war only complicate the situation. It may pose significant obstacles to the observance of the ceasefire and the establishment of peace.
