During her speech at the Federation Council of the Federal Assembly of the Russian Federation on September 23, Sahiba Gafarova spoke about Armenia's unconstructive position in the Nagorno-Karabakh conflict and Azerbaijan's provocation on the border with Tovuz region, Report says.
She noted that even though four resolutions on the immediate and unconditional withdrawal of Armenian armed units from the occupied territories of Azerbaijan were adopted at the highest level in the UN Security Council in 1993, Armenia, which regularly violates the ceasefire regime, still does not attach any importance to these resolutions.
According to him, the latest provocation of Armenia took place not on Karabakh, but the Azerbaijani-Armenian border:
"On July 12 of this year, Armenia shelled the residential areas in the direction of Tovuz district. As a result, Azerbaijani service members and civilians were killed and injured. All this constitutes a violation of international humanitarian law, including the Geneva Convention of August 12, 1949, and the Additional Protocol to the Convention of June 8, 1977, and is considered a war crime. It is particularly disturbing that, in violation of these conventions, Armenia is now illegally settling the territories of Nagorno-Karabakh with refugees from Syria and Lebanon."
