Housing provision is a key determining factor in social and environmental risks, Kazuko Ishigaki, Regional Director of UN-Habitat for Asia and the Pacific, said during World Urban Forum 13 in Baku.
According to her, in this context, housing is not merely about roofs and walls.
"Housing provides protection from various kinds of risks associated with both natural and human factors. The location of housing can determine whether children gain access to services or are deprived of them. It also affects whether livelihoods are stable or remain under constant threat," she said.
