Libya calls for fair financing of urban development at WUF13

Urban development challenges require fair and flexible financing mechanisms for developing countries, said Head of the Presidential Council of Libya Mohamed Yunis Al-Menfi during the first-ever Leaders' Summit held within the 13th session of the World Urban Forum (WUF13) in Baku.

According to Report, Al-Menfi noted that Libya is working on balanced urban policies, sustainable planning, improved infrastructure and public services, as well as strengthening the capacities of local authorities.

He emphasized the importance of supporting reconstruction efforts and building urban communities that preserve national identity while meeting modern development needs.

"Solving urban challenges requires strengthened international partnerships, knowledge and technology transfer, and fair and flexible financing mechanisms for developing countries," he said.

Al-Menfi added that Libya's reconstruction efforts in recent years have progressed across different regions of the country, including after the floods in Derna and post-conflict recovery in western Libya, enabled by improving stability.

He also highlighted the role of the UN-Habitat programme in fostering global dialogue on the future of cities, noting that discussions in Baku, Nairobi, and China demonstrate the importance of turning recommendations into practical, people-centered policies.

Libya, he said, supports international efforts aimed at building safe, resilient, and adaptable cities that promote stability and development for future generations.
