The new urban development agenda is effective not as a standalone global framework, but when integrated into local decision-making systems, UK expert Lara Kinneir said at WUF13 in Baku, Report informs.
According to her, the greatest results are achieved through the alignment of housing, economic, and transport policies, as well as coordination between the national and local levels and access to high-quality urban data.
She also noted that cities with developed monitoring systems more quickly identify gaps and more effectively implement urban action plans, while data fragmentation between agencies slows down processes.
