Azerbaijan raises investment in Eurasian transport network

As of July 1 this year, Azerbaijan's investment in the development of the Eurasian transport network reached $3.4 billion, Report informs, citing the Eurasian Development Bank's Transport Projects Observatory.

This represents a 61.9% increase compared with the previous year.

The observatory's transport projects platform includes 402 completed and planned projects with a total investment volume of $345 billion. A further $100 billion is allocated to projects that have not yet entered the implementation stage.

Over the past year, transport infrastructure projects worth $10 billion were commissioned, while 70 new projects valued at $74 billion were added to the portfolio.

The observatory covers 13 countries: Azerbaijan, Armenia, Afghanistan, Belarus, Georgia, Iran, Kazakhstan, Kyrgyzstan, Mongolia, Russia, Tajikistan, Turkmenistan and Uzbekistan.

More than 21% of all investments, or $71.8 billion across 114 projects, are allocated to Central Asian countries. More than 45% of that amount is invested in projects in Kazakhstan. Of total investment in Central Asia, 56% is directed toward road network development, reflecting the major role of road transport in regional trade and international freight. Another 29.8% is allocated to the development of railway sections of transport corridors passing through Central Asia.

In 2025 alone, transport infrastructure projects worth $6 billion were commissioned in the region.

The largest share of investment in the Eurasian transport network is directed to the railway sector, accounting for 42.8%, or $147.4 billion. By country, Russia accounts for the largest share, with $225.2 billion, or 65.3% of the total. Eight of the 10 largest infrastructure projects within the Eurasian transport network are being implemented in Russia.

The Northern Eurasian Corridor is the most capital-intensive direction, with total investment estimated at $84.8 billion, accounting for more than one-quarter of the total capital expenditure for the Eurasian transport network. The total cost of developing the International North-South Transport Corridor was estimated at $52.8 billion in 2025, excluding the Moscow-St. Petersburg high-speed railway.

The largest single investment project is the modernization of the Eastern Polygon railway network.

Private capital is involved in 123 projects, nearly half of them in warehouse and logistics infrastructure. Another 27 projects could be implemented under public-private partnership mechanisms.

International development banks are also expanding their role, participating in 48 projects, while another 29 promising initiatives are planned to receive financing with their involvement.

China is also increasing its participation in transport projects in Central Asia. It is involved in more than 20 such projects, with total funding exceeding $7 billion.

In value terms, more than 62% of Eurasian transport network projects are currently under implementation. Another 8.8% are in the project documentation stage, while 29% remain at the planning stage.

In Central Asia, the largest share of investment in the Eurasian transport network-$42.8 billion-is directed toward the development of sections of the TRACECA corridor, including the Trans-Caspian International Transport Route.
