Separate structure for vulnerable countries proposed within COP framework

Within the framework of the UN Framework Convention on Climate Change (COP), a separate structure should be established for the most vulnerable countries affected by climate change, Hakima El Haite, Vice President of COP21, said during the 12th Global Baku Forum.

She mentioned that the consequences of climate change are intensifying, and vulnerable groups are worst affected: "Every increase in temperature leads to rising threats, floods, ocean warming, and the flooding of coastal areas."

El Haite emphasized that the United States is responsible for 15% of global carbon emissions: "The US has stated that it will leave COP. In this case, who will replace them? Which country will contribute financially to COP instead of the US? In general, the US withdrawal from COP is a serious loss."

Maimunah Mohd Sharif, Executive Director of the UN-Habitat Program from 2018 to 2024, stated that all countries must unite their efforts in the fight against climate change: "This issue will affect everyone, so we must act together."

She added that cities account for about 70% of global carbon dioxide emissions: "Cities must join initiatives aimed at finding solutions to address climate change."

Sharif concluded by emphasizing the need for more resilient systems in the fight against climate change: "The main issue is reducing the impacts caused by climate change."
