Azerbaijan outlines key state budget spending priorities for 2027

The main expenditure priorities of Azerbaijan's 2027 state budget have been determined on the basis of National Expenditure Priorities and in line with the medium-term resource envelope, taking into account the challenges facing budget policy and the country's socioeconomic goals.
According to Report, citing the Ministry of Finance, state budget expenditures in 2027-2030 will be directed toward financing the government's core functions.
Over the medium term, one of the main priorities will be supporting sustainable and high economic growth, including increasing investment in digital development and innovation-intensive sectors, boosting agricultural production, developing entrepreneurship, stimulating domestic production and improving the business and investment environment.
Another priority will be strengthening the country's defense capability, including restoring and ensuring the inviolability of borders, modernizing the army's material and technical equipment, clearing territories of mines, and implementing comprehensive measures and projects to improve the social welfare and service conditions of military personnel.
The government also plans to continue reconstruction, restoration and resettlement measures in the liberated territories.
Spending priorities will also include implementing measures in the field of digital development, introducing artificial intelligence technologies, establishing data centers and accelerating digital transformation.
Other key areas include strengthening social protection and public welfare, particularly support for vulnerable groups, as well as continuing direct and indirect financial support to the economy from the state budget in the form of government obligations, state orders, subsidies, subventions and grants.
The government also intends to ensure financing for protected expenditures, including wages, pensions, allowances, scholarships and other social payments, as well as state programs and measures financed from the state budget.
Ensuring a clean environment and "green growth," along with expanding green energy sources, will also remain among the main expenditure priorities.
