Azerbaijan's Ministry of Finance, in collaboration with the Swiss State Secretariat for Economic Affairs (SECO) and the World Bank, has launched a series of training sessions on the implementation of a new budget mechanism and capacity building in this area, Report informs, citing the ministry.
The training sessions are being conducted as part of the "Strengthening Capacity for Medium-Term Expenditure Framework in Azerbaijan" project, jointly implemented by SECO and the World Bank. The first phase of the training covers theoretical and methodological issues related to the implementation of the Medium-Term Expenditure Framework (MTEF) and the transition to a program and result-based budgeting mechanism.
A total of 55 representatives from 47 state bodies, whose activities fall under the functional classification of budget expenditures in the sectors of education, social protection and social security, agriculture, and environmental protection, have been identified as the target audience and invited to participate in the training.
The training group from the Ministry of Finance's Center for the Preparation of the Medium-Term Expenditure Framework will conduct the sessions until February 28. The training will cover topics such as the preparation of strategic and budget plans for sectors, the preparation of budget requests for existing and ongoing activities, new policy initiatives, fiscal risk management, monitoring the implementation of strategic plans, and the explanation of information exchange forms. Practical exercises will also be conducted on the methodological framework that regulates the program and result-based budgeting mechanism in a procedural manner.
