Emin Amrullayev: Quality human capital requires strong investment in education

Azerbaijan's Minister of Science and Education Emin Amrullayev has called for increased investment in education to ensure the development of a workforce capable of meeting the demands of the modern world.
According to Report, Amrullayev said during a panel session of the Education and Partnership Forum in Khankandi that students should prioritize their education rather than worry prematurely about employment.
He noted that currently around 60,000 individuals in Azerbaijan have access to higher education—an almost threefold increase compared to previous years.
"When we expand university admission quotas, people immediately ask whether all these graduates will be able to find jobs. A better question is: will they be able to find jobs without an education at all? That’s why the focus must remain on education—it is the primary reason for entering university in the first place," the minister said.
Amrullayev also underscored the importance of investment in education amid global changes:
"High-quality professionals require substantial investment in education. The world is evolving rapidly. Education must be accessible to everyone—it should not be a privilege. For example, in Azerbaijan, the state allocates approximately $40,000–$50,000 per year to train a single medical doctor. In European countries, that figure reaches up to $120,000," he added.
