Holding this congress is very important. Persons with disabilities are an integral part of society, Sabina Aliyeva, Commissioner for Human Rights (Ombudsman) of Azerbaijan, said at the opening ceremony of the 5th anniversary Congress "Different Individuals" dedicated to people in need of special care.
She noted that the creation of equal opportunities for people of this category is one of the indicators of the development of each state.
"The creation of new rehabilitation centers in Azerbaijan on behalf of First Vice President Mehriban Aliyeva has already become stable," the Ombudsman added.
She recalled that about one percent of the world's population suffers from autism.
