The operation carried out against Azerbaijani compatriots in Yekaterinburg, Russian Federation, causes deep concern and indignation, well-known lawyer, head of Law Bureau No. 28 Hikmat Aliyev told Report.
Hikmat Aliyev stated that during these operations conducted under the name of "search" or "criminal case," fundamental human rights - the right to life and the right not to be subjected to torture - were grossly and openly violated:
"It should not be forgotten that conducting a criminal case or investigation can never be grounds for ending a person's life or subjecting them to physical and psychological torture. Law enforcement measures should be carried out within the framework of the law, with respect for human dignity and based on the principle of the rule of law.
In this particular case, along with violations of legal procedures, cruel behavior and violence with signs of discrimination based on ethnic affiliation were observed."
The lawyer noted that this should be assessed not only as a legal violation but also as an unacceptable situation in ethical, humanitarian, and political terms:
"I believe that this issue should not be limited to individual responsibility, but should also be seriously evaluated in the context of interstate relations. The legitimate concerns raised by the Azerbaijani side regarding this issue should be taken into account, legal measures should be immediately taken against those responsible, and legal and psychological support should be provided to the affected families."
