The European Union does not intend to introduce a general quarantine and close borders, so to harmonize the norms of movement within the community, the European Commission (EC) has developed a unified system for classifying EU regions depending on the level of the pandemic, with standard rules for movement.
The head of the EC, Ursula von der Leyen, said in a video message on Monday
"The European Commission has developed a system of color codes for regions that will divide all EU regions into red, orange (yellow) and green risk zones. The system is based on common criteria and general requirements and will make it easier to move across borders to avoid their closure and the introduction of a general quarantine," she said.
