Guinea-Bissau calls for creation of strong international energy alliance

Guinea-Bissau has outlined five key areas for cooperation in the energy sector, Viriato Luís Soares Cassamá, Guinea-Bissau's Minister of Environment, Biodiversity, and Climate Change Action said during the Baku Energy Forum, according to Report.

"The first area is the establishment of a new structure and partnership to ensure global energy security. We believe that for our country, future energy security is impossible without more inclusive, fair, and sustainable frameworks and cooperation mechanisms that consider the specific needs of least developed countries like Guinea-Bissau. It is essential to develop a global partnership that ensures equal access to technology, knowledge, and financing while upholding social and environmental standards and recognizing the role of small states in global energy stability," Cassamá stated.

He emphasized the urgent need to reform or create innovative structures in the energy field.

"The second area is enhanced cross-border partnerships in oil and gas exploration and production. Our region, Togo–Guinea-Bissau, is still at an early stage of fossil resource development. We are keenly interested in cross-border cooperation to advance scientific and technological education, develop joint infrastructure, establish unified transparency standards, and promote responsible environmental governance," the minister added.

According to him, the third area involves cross-border energy trade, technology exchange, and policy harmonization.

"We reiterate the importance of technology transfer, particularly in solar energy, biomass, and hydropower sectors, as a key element in ensuring universal and sustainable access to energy. The fourth area is an international alliance to address shared security challenges. The current global context—including energy security, climate shocks, market volatility, and geopolitical risks—requires a collective response. Guinea-Bissau calls for the establishment of a stronger international energy alliance based on principles of solidarity, shared security, and climate justice," Cassamá emphasized.

The fifth area, he said, concerns the role of multilateral organizations in financing sustainable energy initiatives.

"We reaffirm our full readiness to cooperate with the partners present here today," Cassamá concluded.
