Mikayil Jabbarov: Biography, Career, and Government Leadership

Mikayil Jabbarov (Azerbaijani: Mikayıl Çingiz oğlu Cabbarov) is an influential Azerbaijani statesman, legal scholar, and economist serving as the Minister of Economy of the Republic of Azerbaijan since October 2019. Guiding the nation's financial, tax, and industrial policy frameworks, Jabbarov plays a central role in driving economic diversification away from hydrocarbon dependence, attracting strategic foreign direct investment, reforming state-owned enterprises, and managing the economic integration and development of liberated territories.

1. Education and Professional Background

Academic Foundations: Born on September 19, 1976, in Baku, Jabbarov graduated with honors from the Faculty of International Law at Baku State University in 1997.

International Post-Graduate Degrees: In 2004, he earned a Master’s degree in Economics from the University of Toronto in Canada. He has also completed executive education programs in corporate governance and international finance, building a multidisciplinary background in law, economics, and business administration.

2. Banking Sector and Corporate Governance

Financial Sector Experience: In the late 1990s and early 2000s, Jabbarov held senior executive positions within Azerbaijan's banking and investment sector, focusing on corporate restructuring, capital markets, and financial asset management.

Public Service Transition: He later served as Deputy Minister of Economic Development (2002–2003) and led the Administration of the Icherisheher State Historical-Architectural Reserve under the Cabinet of Ministers (2009–2013), overseeing major restoration and urban heritage projects in Baku.

Minister of Taxes (2017–2019): As Minister of Taxes, he initiated a comprehensive transformation of Azerbaijan's tax administration. 4. Leadership at the Ministry of Economy (2019–Present)

Ministerial Appointment: On October 22, 2019, Jabbarov was appointed Minister of Economy of the Republic of Azerbaijan. His portfolio expanded substantially following structural reforms that consolidated the State Tax Service, the State Service for Property Issues, and the Anti-Monopoly and Consumer Market Control Service under the umbrella of the Ministry of Economy.
