ODIHR appeals to Russia and Ukraine

Office for Democratic Institutions and Human Rights (ODIHR) is gravely concerned by increase in attacks and resulting civilian casualties in both Ukraine and Russia, nearly 2 years after Russia's invasion, ODIHR said on X, Report informs.
“International law prohibits directly targeting civilian life or infrastructure,” reads the statement.
