Malaysian Senate representative: Cultural diplomacy serves as powerful tool to foster global connections

In the era of globalization, boundaries between nations are often blurred thus elevating the importance of fostering intercultural understanding. Cultural diplomacy, leveraging the arts, education, and diplomatic channels, serves as a powerful tool to bridge divides and foster global connections, Datuk Nur Jazlan Tan Sri Mohamed, Deputy President of the Malaysian Senate, said at the 6th World Forum on Intercultural Dialogue held in Baku, according to Report.

"Every country aims to establish a secure and prosperous environment that promotes peace and harmony both domestically and internationally. Cultural diplomacy plays a key role in this by facilitating the exchange of ideas, traditions, and values to build positive international relationships. It underscores the importance of the human element in international relations, recognizing that behind every policy, negotiation, and conflict are individuals with diverse cultural backgrounds. Engaging in cultural diplomacy requires sensitivity, respect, and a willingness to learn from one another, ensuring that even marginalized and underrepresented groups have a voice and are acknowledged," he said.

According to the Malaysian Senate official, cultural diplomacy encounters challenges like conflicts and intolerance, often due to misunderstandings between different cultures. He noted that addressing these issues requires a respectful and sensitive approach to cultural exchange and a strong commitment to inclusivity, ensuring that all communities, especially those marginalized and underrepresented, can share and celebrate their cultures.

"Cultural diplomacy humanizes international relations through festivals and exhibitions that encourage direct interactions, breaking down stereotypes and fostering empathy. Showcasing a nation’s cultural heritage through the arts promotes dialogue and utilizes soft power effectively. Education also plays a pivotal role, with programs that teach young people about diverse cultures and histories, preparing them to be empathetic global citizens. Diplomatically, cultural exchanges and collaborations enhance bilateral and multilateral relations, creating shared experiences that strengthen ties between nations," the deputy president of the Senate said.

He noted that Malaysia's rich cultural tapestry makes it a potent player in cultural diplomacy, advancing intercultural understanding both locally and globally.

"The nation actively participates in international cultural events, like the Dubai Expo and the upcoming World Expo in Japan 2025. Such platforms allow Malaysia to share its cultural heritage worldwide," he said.

According to Tan Sri Mohamed, in Malaysia, cultural education is also key focus, with the integration of the nation's multicultural heritage into the education system beginning at an early age.

"This strategy instills a sense of pride and respect for diversity among students. For example, the Ministry of Education has included khat and jawi in the syllabus, and the state of Sarawak recently introduced the Iban Language Degree program. Such initiatives help foster a strong sense of cultural identity and encourage an appreciation for the diverse cultures within Malaysia," he said.

The deputy president of the Malaysian Senate noted that his country's diplomatic engagements frequently incorporate cultural elements to strengthen international relations.

"These efforts include cultural performances during state visits and cultural exhibitions at diplomatic events, which showcase Malaysia's rich cultural diversity and heritage. Such initiatives not only promote goodwill but also enhance diplomatic ties with the international community," he noted.

He further described some key initiatives that illustrate Malaysia's commitment to promoting its rich cultural heritage:

"First, we are proud to host numerous cultural festivals and events that showcase the vibrant diversity of Malaysian culture. Notable examples include the George Town Festival and the Rainforest World Music Festival. These events not only celebrate our heritage but also place Malaysia on the global cultural map. Through the National Culture Policy 2021, Malaysia empowers cross-cultural activities or programs at international events such as World Culture Week and Culture-Based Malaysian Miniature.

"Second, our cultural exchanges are pivotal. Through artist residencies and performances, we foster mutual understanding and cooperation with nations worldwide. These exchanges are essential for deepening global connections and sharing our unique cultural expressions. Malaysia promotes its unique culture through first-hand experiences through community-based Tourism (CBT), such as homestays or kampung stays. In 2023, Malaysia received a total of 69,806 international tourists who chose homestay/kampung stay to enjoy Malaysia’s culture, compared to 13,915 tourists in 2022.

"Third, in education and diplomacy, we have innovative programs like the Student Tourism Program Club. This initiative bridges cultural education with tourism, helping Malaysian youth appreciate our rich heritage while understanding its value to our nation's identity and economy. Student Tourism Program Club is a strategic collaboration initiative between the Ministry of Tourism, Arts and Culture (MOTAC) and the Ministry of Education Malaysia (KPM). The programme aims to teach students the importance of the tourism industry and the country's art and culture. In addition, this program aims to foster a culture of travel among students, especially to tourist destinations with traditional cultural values, historical sites, eco-tourism opportunities, and more. At the international education level, universities in Malaysia always welcome student exchange from other countries.

"Lastly, we harness digital technology to reach a global audience. Through digital platforms, we offer virtual tours and online exhibitions, making Malaysian culture accessible to everyone, everywhere."

He noted that these initiatives not only celebrate the country's cultural diversity but also strengthen its international presence and diplomatic relations

According to the Malaysian Senate representative, in the 21st century, cultural diplomacy stands as a vital force in fostering global peace and understanding.

"By embracing and promoting our diverse cultural heritage, we can overcome challenges and build a more inclusive world. Cultural diplomacy requires ongoing commitment to dialogue, respect, and collaboration, principles that Malaysia champions on the international stage. Through these concerted efforts, we continue to enhance intercultural appreciation and cooperation, contributing actively to the global cultural dialogue," he said.
