Azerbaijan to make purchases up to AZN 50,000 only through portal

The Law of the Republic of Azerbaijan “On Public Procurement” is being amended.

According to Report, the amendment envisages expanding the scope of e-procurement, electronification of the quotation request procedure, as well as open tenders quotation requests (tenders from 5,000 to 50,000 manat) only through the portal.

According to another amendment, the portal operator will be paid for participation in procurements (open tenders and quotation requests) through the portal, the creation of sustainable financial security for the improvement of the portal, and procurement announcements will be published only through the portal (the publication of advertisements in newspapers was a waste of both financial resources and time).

under the amendment to Article 51 of the Law (Price of the Procurement Contract), after the entry into force of the Procurement Contract, the terms of the contract may not be changed, except as provided in Article 422 of the Civil Code of the Republic of Azerbaijan.

Based on this, official requests of the parties to change the terms of the procurement contract are considered within ten banking days.
