Azerbaijan announces 5-month budget results

In January–May of 2026, Azerbaijan's treasury bodies executed over 501,000 payment orders, down 8.9% compared to the same period last year, Report informs, citing the country's Ministry of Finance.
During five months, consolidated budget revenues totaled just over 19.865 billion manats (approximately $11.7 billion), while expenditures exceeded 15.611 billion manats (approximately $9.2 billion). Specifically, state budget revenues amounted to nearly 16.366 billion manats (nearly $9.63 billion), down 4.5% year-on-year (YoY), but 1.6% above forecast. Also, state expenditures stood at 13.375 billion manats (approximately $7.87 billion), up 2.3% YoY, but 3.4% below the forecast.
As a result, the consolidated budget recorded a surplus of nearly 4.254 billion manats (just over $2.5 billion), while the state budget surplus was 2.990 billion manats (almost $1.76 billion), down 13.2% YoY.
Breakdown of revenues:
- State Tax Service: just over 7.825 billion manats (just over $4.6 billion), 0.2% less YoY, 1.7% above forecast;
- State Customs Committee: 2.534 billion manats ($1.49 billion), 2.1% less YoY, 0.4% above forecast;
- State Property Service: 22.2 million manats (just over $13 million), up 23.3% YoY, 13.3% above forecast;
- Other revenues: 352.4 million manats (approximately $207.3 million), up 38.2% YoY, 2.8 times above forecast;
- Transfers from State Oil Fund: 5.350 billion manats (approximately $3.15 billion), 100% of forecast;
- Paid services of budget-funded organizations: 281.8 million manats (approximately $165.8 million), up 29.3% YoY, but 27.2% below forecast.
