Azerbaijan to consider farmer ratings in subsidy payments

Starting this year, Azerbaijan will take farmers' ratings into account when making subsidy payments, Agriculture Minister Majnun Mammadov told journalists as part of Baku Climate Action Week 2026 (BCAW 2026), Report informs.

"The farmer rating is being introduced for the first time. We launched this rating in test mode last year. Starting this year, we will begin using it specifically for the allocation of subsidies. The farmer rating is assessed based on three main pillars. First is the economic benefit and economic value of the crop cultivated by the farmer; second is the agricultural practices and methods applied, including how modern the farming practices are; and third is the implementation of climate-resilient agricultural activities," he said.

The minister added that a farmer's score is calculated based on these criteria:

"All our farmers are assessed according to the information they declare through the electronic agriculture system. This year, for the first time, we will take this into account when providing advance subsidies.

"When providing advance subsidies, farmers cultivating annual crops on areas between 5 and 100 hectares will be considered, with a key requirement being that they have scored 30 points or higher in the farmer rating."
