Russia's EMERCOM is working on legal mechanisms for the use of any underground structures to shelter the population during military conflicts, minister Alexander Kurenkov said, according to Report.
"We are working on legal mechanisms for using any structures of underground space to shelter the population during military conflicts," he said at a meeting in the Federation Council.
