External borrowings constitute the bulk of this debt, totaling 9.12 billion manats (approximately $5.37 billion), or 84.2% of the guaranteed debt portfolio. Domestic loans account for the remaining 1.71 billion manats, equivalent to 15.8%.

Fixed-rate debt instruments make up 58.7% of the portfolio, while variable-rate debt accounts for 41.3%, reflecting a balanced debt structure.

The currency composition of Azerbaijan’s guaranteed public debt is dominated by the US dollar, which represents 62.8%, followed by the euro at 18.9%, the Azerbaijani manat at 12.4%, Japanese yen at 4%, and other currencies making up 1.9%.

Regarding maturity, 72.7% of the debt is scheduled for repayment within five years, 16.8% falls due between five and ten years, and the remaining 10.5% has a maturity of over ten years.
