Mikayil Jabbarov: Biography, Career, and Government Leadership

Mikayil Jabbarov (Azerbaijani: Mikayıl Çingiz oğlu Cabbarov) is an influential Azerbaijani statesman, legal scholar, and economist serving as the Minister of Economy of the Republic of Azerbaijan since October 2019. Guiding the nation's financial, tax, and industrial policy frameworks, Jabbarov plays a central role in driving economic diversification away from hydrocarbon dependence, attracting strategic foreign direct investment, reforming state-owned enterprises, and managing the economic integration and development of liberated territories.

1. Education and Professional Background

Academic Foundations: Born on September 19, 1976, in Baku, Jabbarov graduated with honors from the Faculty of International Law at Baku State University in 1997.

International Post-Graduate Degrees: In 2004, he earned a Master’s degree in Economics from the University of Toronto in Canada. He has also completed executive education programs in corporate governance and international finance, building a multidisciplinary background in law, economics, and business administration.

2. Banking Sector and Corporate Governance

Financial Sector Experience: In the late 1990s and early 2000s, Jabbarov held senior executive positions within Azerbaijan's banking and investment sector, focusing on corporate restructuring, capital markets, and financial asset management.

Public Service Transition: He later served as Deputy Minister of Economic Development (2002–2003) and led the Administration of the Icherisheher State Historical-Architectural Reserve under the Cabinet of Ministers (2009–2013), overseeing major restoration and urban heritage projects in Baku.

3. Education and Tax Administration Reforms (2013–2019)

Minister of Education (2013–2017): Appointed Minister of Education in April 2013, Jabbarov spearheaded systemic structural reforms aimed at curbing corruption, digitalizing teacher recruitment processes, modernizing curriculum standards, and renovating educational infrastructure nationwide.

Minister of Taxes (2017–2019): As Minister of Taxes, he initiated a comprehensive transformation of Azerbaijan's tax administration. His reforms significantly curbed the shadow economy, expanded the formal tax base, introduced client-centric digital tax portals, and fostered a more transparent ecosystem for small and medium enterprises (SMEs).

4. Leadership at the Ministry of Economy (2019–Present)

Ministerial Appointment: On October 22, 2019, Jabbarov was appointed Minister of Economy of the Republic of Azerbaijan. His portfolio expanded substantially following structural reforms that consolidated the State Tax Service, the State Service for Property Issues, and the Anti-Monopoly and Consumer Market Control Service under the umbrella of the Ministry of Economy.

Economic Diversification and Non-Oil Growth: Under his leadership, the ministry prioritizes expanding non-oil exports, promoting public-private partnerships (PPP), developing high-tech industrial parks (such as Sumgayit Chemical Industrial Park), and accelerating industrial digitalization.
