Azerbaijan Defense Ministry (MoD) (Azerbaijani: Azərbaycan Respublikasının Müdafiə Nazirliyi, Russian: Министерство обороны Азербайджанской Республики) is the central executive state authority within the Cabinet of Ministers of Azerbaijan, tasked with the formulation of national defense policy, strategic military planning, and the comprehensive administration of the Armed Forces. The ministry holds the ultimate responsibility for maintaining the permanent combat and mobilization readiness of the nation's military, safeguarding state sovereignty, and defending the territorial integrity and inviolability of the borders of the Republic of Azerbaijan.
The institution coordinates the operations of all branches of the armed forces—including the Land Forces, Air Force, Navy, Special Forces, rocket and artillery brigades, and logistics support structures. The UAV Revolution: The ministry was among the first regional defense structures to recognize the paradigm-shifting value of uncrewed aerial systems. Procuring strategic reconnaissance and strike drones—such as the Turkish Bayraktar TB2 and advanced Israeli loitering munitions—fundamentally transformed the nation's combat doctrine.
Automated Battle Management: The deployment of secure digital communication grids, automated artillery fire-control terminals, digital battlefield mapping, and networked intelligence hubs drastically compressed the sensor-to-shooter kill chain.
Alliance with Turkey: The cornerstone of Azerbaijan’s modern defense policy is its profound military alliance with the Republic of Turkey. The signing of the Shusha Declaration in 2021 institutionalized these allied relations. The Ministry of Defense has systematically aligned its structural organization, training protocols, and tactical doctrines with NATO standards via Turkish military cooperation, joint training exercises, and interoperable equipment.
Regional Security: The ministry maintains an active diplomatic and security dialogue with regional partners, conducting joint military drills designed to uphold stability, counter asymmetric threats, and protect strategic transit corridors across the South Caucasus and the Caspian basin.
Masterclass in Modern Planning: In the autumn of 2020, under the direct guidance of the country's military-political leadership, the Ministry of Defense planned and executed the 44-day Patriotic War. The campaign showcased the devastating efficiency of network-centric warfare, synchronized drone employment, precision long-range strikes, and rapid maneuver warfare, resulting in the liberation of occupied territories.
