The negotiation process between the Russian and Ukrainian sides is very sluggish and ineffective, press secretary of the President of Russia Dmitry Peskov said, as quoted by Report's Russian bureau.

He said the special operation is going according to plan, but there are no plans to introduce martial law in Russia.

"We propose to focus on the statements of President Putin, who repeated and most recently confirmed that the special military operation is developing according to plan," Peskov said, answering a question from journalists about how the Kremlin could comment on the words of the head of American intelligence.

Earlier, the head of US National Intelligence, Avril Haines, said that the Russian authorities were preparing for a protracted conflict in Ukraine.
