The parliamentary model is ineffective for Armenia and the country should reform the system by limiting the powers of the prime minister,
“No president of Armenia had as many powers as the (current) prime minister. This is simply unacceptable,” Kocharyan said.
In his opinion, Armenia's transition to a parliamentary republic was a “wrong step.”
“Talking about a parliamentary republic is simply rash... I believe that it is necessary at least to take a step or half a step back,” Kocharyan said.
The Constitution of Armenia was amended in 2015. Since 2018, Nikol Pashinyan has been the prime minister.
