Meanwhile, the White House is considering launching a Civil Reserve Air Fleet (CRAF) program. About 20 civilian planes will be used for the evacuation, and they will not fly directly from Kabul. The aircraft will carry Afghans and other people remaining at US military bases in Qatar, Bahrain, and Germany.
