Assistant to the President of the Republic of Azerbaijan, Head of Foreign Policy Affairs Department of the Presidential Administration Hikmat Hajiyev, said at a briefing to the heads of diplomatic corps and ambassadors, military attaches, leaders of international organizations in Azerbaijan.

Hajiyev said that Armenia uses missiles against the civilian population of Azerbaijan, including Smerch: "Armenia is currently firing at Aghdam, Terter, Goranboy, and other cities by grossly violating the ceasefire regime and increasing the tension. At present, the conflict goes beyond its territory. Because Armenia also fires cities far from the conflict zone. It fires Azerbaijan from the territory of Armenia. Today, Armenia has ready missiles to hit Ganja, Mingachevir, and other Azerbaijani cities. We have taken measures to neutralize these missile systems to ensure the security of Azerbaijani citizens. This step of Azerbaijan is according to international law. Under international law, Azerbaijan has the right to strike military targets that pose a threat to security. Besides, Armenia prepared missile systems to hit the civilian population of Azerbaijan in the morning. Azerbaijan took measures using international law to neutralize the source of danger. Because we foresaw that Armenia was targeting our civilian population, killing many people. To prevent a recurrence of this incident, Azerbaijan neutralized the military targets that pose a threat.
