The rights of internally displaced persons and refugees must be protected. Violation of their rights is considered a war crime, United Nations High Commissioner for Refugees Guido Ambroso said at the conference on Basic Guarantees of Human Rights, Report informs.
Guido Ambroso said that he visited Azerbaijan after the first Karabakh war:
“At that time, I saw with my own eyes the living conditions of hundreds of thousands of people living in harsh conditions. We have tried to overcome these difficulties.”
Speaking at the conference, Azerbaijani Prosecutor General Kamran Aliyev confirmed that Azerbaijan had faced these problems.
“In the early 1990s, I was working as an investigator. There were refugee camps in Azerbaijan. Unfortunately, these issues were not paid much attention to at the international level. However, our state overcame this problem and built towns for them. Mr. Ambassador was also an eyewitness to this problem. Therefore, he knows very well the problems the IDPs faced in Azerbaijan.”
