In case of a positive response from Armenia to the call for dialogue, the Western Azerbaijan Community will negotiate exclusively on the points of the Return Concept adopted on January 26, 2023, community representative Ulviyya Zulfigar told Report.
"If Armenia responds positively to WAC's call for dialogue and a meeting between the parties takes place, the Azerbaijani side will certainly enter negotiations with proposals specified in the Return Concept," she said.
She reminded that the Return Concept is the Community's main document reflecting all aspects of its activities.
"As noted in the Concept, the main topic of discussion should be the peaceful, safe, and dignified return of Western Azerbaijanis. Western Azerbaijanis were deported from their native lands in stages during the last century. The final stage was the deportation of 1987-1991. Armenia must ensure Western Azerbaijanis' right to return, as provided for in Article 13, Paragraph 2 of the Universal Declaration of Human Rights," Zulfigar emphasized.
According to her, an international security mission should also be deployed in Western Azerbaijan.
"We will not accept proposals for any buffer or alternative zone. Each family will return specifically to the home from which they were forcibly expelled," Zulfigar stated.
