President Ilham Aliyev has signed a law approving the Memorandum of Understanding between the Government of the Republic of Azerbaijan and the Government of the Republic of Turkey on the training of special forces of the Azerbaijani Army and the Turkish Armed Forces, Report informs.

The Memorandum of Understanding was signed on July 2, 2021, in Baku.

The Memorandum of Understanding is valid for one year. It will be extended for another year unless one of the parties notifies the other in writing through diplomatic channels at least 90 days before the expiration of the Memorandum.

According to the Memorandum, the delegation of the sending country's team will depart with enough medicine and equipment for a pre-determined relocation period.

The host country will provide emergency medical services and emergency evacuation services free of charge to the staff of the sending country. The insurance premiums of the team of the sending country will be paid by the sending government or the team of the sending country.

The host country will notify the sending country in case of injury or death. In the event of death, the host country will coordinate with the sending country before the procedure or autopsy to ensure that the policy of the sending country is followed. A representative of the sending country (preferably a doctor) has the authority to attend the autopsy and obtain a copy of the final autopsy report.

According to the document, the host country exempts the staff of the sending country from customs duties and other taxes on goods and supplies temporarily imported under the provisions of international agreements in force with the host country.

Memorandum of Understanding signed between the parties was based "Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Turkey on mutual military training - education" dated August 11, 1992, and "Agreement between the Government of the Republic of Azerbaijan and the Government of the Republic of Turkey on cooperation in military training, technical and scientific fields" dated June 10, 1996.

The support of the host country specified in the Memorandum of Understanding begins from the moment the forces of the sending country enter the host country's territory and continues until the last component of the forces of the sending country leaves the territory of the host country.

All matters relating to the criminal law and the power to impose disciplinary sanctions that may arise during the training are tackled by the provisions of the agreement of August 11, 1992, and the agreement of June 10, 1996.

The forces of the sending country are exempted from visa requirements and procedures for the registration and control of foreigners in the host country when entering and leaving the host country. The sending country shall send personnel and equipment information to the host country in the appropriate form at least 60 days prior to arrival.
