Speaking during the press tour to the refinery, Nihal said that the plant currently operates 6 units: "17 new units will be in operation at the refinery in 2021, while in 2025 their number will reach 24."
He reminded that the Bitumen production plant and liquid gas refueling stations built as part of the first stage of the project were commissioned at the end of 2018. The works within the next stages of the project have been divided into two parts: newly installed units (Package A) and reconstructed units (Package B).
Italy's Tecnimot-KT alliance was involved in the implementation of Package A based on a fixed price. This package includes construction of a number of units for Diesel Fuel Hydrotreating, Gasoline Hydrogenation, Generation of Sulfur Acid, Isomerization, MTBE, Generation of Hydrogen, Liquid Gas Waterproofing Merox, hydrotreating of C4/C5 fractions, as well as a whole range of facilities. About 90% of the detailed design work on this package has been completed, the procurement is executed by 72% and the construction works are 17% complete. Spain's Tecnicas Reunidas company is involved in the implementation of Package B. The project envisages reconstruction of ELOU-AVT, Catalytic Cracking, Catalytic Reforming, Hydraulic Treatment of Naphtha, Hydrogenation of Vacuum Gas, Amin Regeneration and Supplemental Hydrogen Production Facilities, as well as the reconstruction of overall infrastructure at the refinery.
Heydar Aliyev Oil Refinery produces about 40 types of oil products, mainly Azerbaijani oil. Currently, the plant is implementing a reconstruction and modernization project. As a result, it is planned to increase annual refining capacity from 6 million tons to 7.5 million tons and produce diesel and gasoline meeting Euro-5 standards.
