Jeyhun Bayramov: Biography, Government Career, and Diplomatic Leadership

Jeyhun Bayramov (Azerbaijani: Ceyhun Əziz oğlu Bayramov) is a prominent Azerbaijani statesman and diplomat serving as the Minister of Foreign Affairs of the Republic of Azerbaijan since July 2020. A trained legal scholar and economist, he has spearheaded Azerbaijan's foreign policy through one of the most critical and transformative eras in the nation’s contemporary history, navigating the 44-day Patriotic War of 2020, subsequent post-conflict regional integration, and complex interstate negotiations toward a lasting peace treaty with Armenia.

1. Educational Foundation and Early Legal Career

Academic Background: Born on July 19, 1973, in Baku, Bayramov graduated with honors from the Law Faculty of the Azerbaijan State University of Economics in 1996, earning a degree in jurisprudence. In 2002, he completed a second degree from the same university in economics and econometrics.

Tax Law and Legal Practice: Before transitioning to senior government roles, Bayramov built a robust career in corporate law, tax legislation, and international arbitration. He served in senior legal capacities within the Ministry of Taxes of the Republic of Azerbaijan, heading divisions responsible for normative-legal methodology and statutory regulation.

2. Leadership in the Ministry of Education (2013–2020)

Deputy Minister and Minister: In 2013, Bayramov was appointed Deputy Minister of Education of Azerbaijan, and in April 2018, he was elevated to Minister of Education.

Educational Reforms: During his tenure, he directed comprehensive reforms aimed at modernizing public schooling and higher education infrastructure, digitalizing administrative services, constructing and renovating hundreds of schools nationwide, and upgrading teacher certification standards.

3. Minister of Foreign Affairs (2020–Present)

Ministerial Appointment: On July 16, 2020, by presidential decree, Jeyhun Bayramov was appointed Minister of Foreign Affairs, assuming leadership of the diplomatic corps amidst rising regional tensions that culminated in the Tovuz clashes and the autumn 2020 conflict.
