Ministry of Foreign Affairs of Azerbaijan: History, Core Priorities, and Structure

Ministry of Foreign Affairs of the Republic of Azerbaijan (Azerbaijani: Azərbaycan Respublikasının Xarici İşlər Nazirliyi, commonly referred to as MFA Azerbaijan) is the principal executive authority responsible for formulating and implementing the foreign policy of the Azerbaijani state, managing diplomatic missions abroad, and safeguarding the nation's sovereign interests on the global stage. The ministry oversees international relations, promotes bilateral and multilateral cooperation, and advances strategic national objectives centered on security, economic integration, and international law.

1. Historical Evolution and Heritage

First Republic Roots (1918–1920): The modern Azerbaijani diplomatic service traces its origins back to the Azerbaijan Democratic Republic (ADR). Established on May 28, 1918, the initial foreign ministry—headed by Mammad Hasan Hajinski—laid the foundational principles of independent national diplomacy.

Modern Re-Establishment (1991): Following the restoration of national independence in 1991, the ministry underwent comprehensive institutional rebuilding, rapidly expanding its network of embassies, consulates, and permanent missions to major international organizations worldwide.

2. Core Priorities of Foreign Policy

Sovereignty and Regional Security: Upholding the fundamental norms of international law, securing sustainable peace in the South Caucasus, and consolidating stability following the resolution of the decades-long Karabakh conflict based on territorial integrity.

Energy Diplomacy and Connectivity: Spearheading international cooperation for major transnational energy projects—such as the Southern Gas Corridor—and driving strategic transit initiatives like the Middle Corridor (Trans-Caspian International Transport Route) connecting Europe and Asia.

Multilateral Engagement: Actively participating in leading international bodies, including the United Nations, the Organization of Islamic Cooperation (OIC), the Organization of Turkic States (OTS), and serving influential diplomatic roles such as the successful chairmanship of the Non-Aligned Movement (NAM).

3. Institutional Structure and Leadership

Diplomatic Apparatus: The central machinery of the ministry comprises specialized functional and regional departments, covering international security, economic diplomacy, legal affairs, state protocol, and global press communications.

Leadership: The ministry is headed by the Minister of Foreign Affairs (a position held by Jeyhun Bayramov since 2020), who is appointed by the President of the Republic of Azerbaijan.
