"Unless the mobilization condition is improved, replacements of personnel at the front will not be carried out. Without creating a clear electronic circulation document in terms of identifying all those recruited into military service, in principle, we were engaged in adopting the draft law on improving the electronic register of military personnel involved in military service," Special Representative of the President of Ukraine, Chairman of the State Security and Defense Sub-Committee of the National Security, Defense, and Intelligence Committee of the Verkhovna Rada of Ukraine, Fyodor Venislavsky told Report.
He noted that the mechanisms will be improved remotely through the electronic account of military personnel:
"Yesterday, the Minister of Defense of Ukraine Rustam Umerov stated that the draft law has already been finalized and is ready to be submitted to the Verkhovna Rada. We are waiting for the meeting of the government, where it will consider this bill and decide to submit it to the parliament as a legislative initiative. Therefore, in the coming days, if the ministerial committee presents this draft law to the parliament, I think that we can adopt it in the first reading in a week or two at the most."
Venislavski said that during the first days of the war, when almost the entire territory of Ukraine was under fire, many citizens left the country: "According to the information of the State Border Service of Ukraine, there are somewhere between 40-50 thousand citizens who are conscripts abroad. I think the real number is more."
