"Obviously, due to internal political problems, the Armenian side has focused all its efforts on breaking the peace negotiations with Azerbaijan," Taras Berezovets, a military expert and an officer of the Armed Forces of Ukraine, told the Eastern European bureau of Report.
According to him, the Armenian side repeatedly refused these negotiations:
"After the US started to push Russia out of the negotiation process, Yerevan thinks they have another powerful ally. Another factor inflaming the situation in Armenia is their desire to see France as a mediator in the negotiations. Official Baku does not want to see France among the mediators due to France's anti-Azerbaijani position and pro-Armenianism. All parties understand that if military clashes resume, the Armenian side will suffer another humiliating defeat. Revanchist forces within the government want to drag the state to this defeat. The Azerbaijani side has repeatedly stated its desire to achieve the restoration of territorial integrity and the fulfillment of its legal requirements. The Armenian side repeatedly refused to negotiate, and the agreements reached in the ongoing negotiations were not consistently implemented."
The military expert emphasized that during the last meeting of the CSTO held in Yerevan, the organization made Armenia understand that it should solve the issues between Azerbaijan and Azerbaijan:
"In this situation, attempting to prolong the negotiation process will worsen Armenia's position. However, the internal political situation and the pressure on Prime Minister Pashinyan will cause new problems in this negotiation process, which will end with another military defeat of Armenia, or Pashinyan will have to negotiate with the leadership of Azerbaijan, even if he is not supported within Armenia. Russia also hopes to be a mediator in the negotiations, but it will take a long time."
Berezovets noted that Ukraine is interested in the successful completion of these negotiations: "Issues in the South Caucasus should be resolved peacefully. The position of the Ukrainian side is consistent in this respect. Armenia must fulfill its commitments and sign a treaty to end this pointless war."
