To date, the amnesty has been applied to citizens of five foreign countries, Elnur Musayev, head of the Prosecutor General's Office's Department for Non-Criminal Prosecution, State Counselor of Justice, 3rd class, Report informs.
He said that the vast majority of amnestied convicts are those sentenced to imprisonment for a less serious or first-time grave crime and with an unserved period of their imprisonment less than six months, and those condemned to prison labor: "They make up 78% of the amnestied prisoners. Also, most of the main types of sentences in released inmates, i.e., 89%, are imprisonment for a certain period and penal labor."
At a meeting of the Milli Majlis on November 5, a decision was made to declare an amnesty on the occasion of November 8 - Victory Day. The Amnesty Act was adopted on the initiative of President Ilham Aliyev.
