3 detained in Baku nightclub explosion case

An investigation of a criminal case initiated under the relevant articles of the Criminal Code on the fact of the April 3 explosion at the Location nightclub is carried out by the Investigation Department of the Prosecutor General's Office.

The explosion that occurred in the entertaining facility located on the 1st floor of a residential house in the Sabail district of Baku left one woman dead and 37 wounded, and caused damage to 14 vehicles, one apartment and two nondwelling facilities, according to Report.

The investigation department of the Prosecutor General's Office established that the tragedy was caused by an explosion of a gas cylinder filled with compressed gas that was used illegally in the kitchen of the facility, and in violation of the requirements of the current rules.

The law enforcement bodies have detained Rasul Rasulov, the tenant of Merser Food LLC, who as also the nightclub adminstrator, responsible for compliance with fire safety rules in the specified institution, and Orkhan Safarov, the founder of the same organization, the manager of the club, for violating safety rules that resulted in death or serious consequences for health.

The investigation also established that the inspector of the 2nd Territorial Department of the State Fire Supervision Service of the Ministry of Emergency Situations Ruslan Mammadov, who is responsible for ensuring fire safety in the said territory, committed negligence in the performance of his duties. He is also involved as an accused under Article 314.2 of the Criminal Code.

By the relevant decisions of the Binagadi district court, a measure of restraint in the form of detention was chosen in relation to all the three persons.

The criminal investigation is currently ongoing.
