Deputy minister: Azerbaijan set four-level model for digital development

Azerbaijan has created a four-level governance model for the 2026–2028 Action Plan on Accelerating Digital Development, Azerbaijani Deputy Minister of Digital Development and Transport Rashad Hasanov stated during a roundtable discussion in Baku themed "Digital Architecture: Program Management and Results-Based Approach", Report informs.

He explained that the action plan covers 58 initiatives, grouped under four strategic directions – digitalization, artificial intelligence, innovation ecosystem, and cybersecurity. In addition, four supporting areas have been identified: infrastructure, legislation, human capital, and governance. Relevant projects and initiatives are planned to be implemented in each of these areas.

Hasanov noted that strategic goals and objectives have been defined for each direction, making the program a comprehensive framework that covers multiple sectors. To manage different initiatives within a single structure, a complex governance model has been developed, consisting of four levels.

The deputy minister added that four key performance indicators (KPIs) have been set for the action plan: "These are the program's North Star indicators, and the overall success of the Action Plan will be assessed based on them. By 2028, the aim is to double GDP production in the ICT sector (currently 2.7 billion manats or approximately $1.6 billion), increase exports to $1 billion, raise employment from 25,000 to 40,000 people, and achieve qualitative changes in the employment structure. In particular, the number of specialists in artificial intelligence, data, and other high-value-added fields is expected to grow. Another goal is for Azerbaijan to rank among the top 40 countries in the UN E-Government Development Index (EGDI). At present, Azerbaijan holds the 74th position in this index."
