The solution to signing a peace treaty between Azerbaijan and Armenia lies in Armenia adopting a new constitution, Erkin Gadirli, member of Azerbaijan's Milli Majlis (Parliament) and legal expert.
Gadirli made this statement during a panel discussion themed "Obstacles to a Peace Agreement in the Armenian Constitution and Laws" at the conference titled "The Main Obstacles to the Peace Agreement between Azerbaijan and Armenia," organized by the Center of Analysis of International Relations (AIR Center).
Gadirli pointed out that the preamble of Armenia's constitution can be amended through a parliamentary referendum. He explained:
"Unfortunately, Armenia's Constitutional Court complicates the situation by asserting that the preamble cannot be altered at all. However, our concern is not with the entire preamble, but with a specific sentence that needs to be changed."
