In 2023, Azerbaijan plans to complete the transition mechanism to result-based budgeting (RBB) in the pilot sectors of education, agriculture, and environmental protection, Finance Minister Samir Sharifov said at the seminar on Application of the Medium Term Expenditure Framework (MTEF) in the education sector and transition to the result-based budgeting mechanism, Report informs.

"From this year, it is expected to complete the transition mechanism to a result-based budgeting in the pilot sectors of the reforms carried out in the country towards improving the management of the state budget and the application of the program-based budget, to involve the health, social protection and social security, youth and sports, culture, and tourism sectors in the reform process," he said.

Sharifov said that they intend to start work on the implementation of the MTEF in the newly involved sectors and the shift to the RBB mechanism:

"In 2024, the budget expenditures of the newly involved sectors for 2025-2027 will be formed based on the program. In recent years, under the leadership of President Ilham Aliyev, large-scale reforms have been carried out to improve the management of state finances, as well as in many other fields. One of the priority directions of these reforms is the introduction of the MTEF and the transition to the RBB mechanism."

According to the minister, education, agriculture, and environmental protection have been identified as pilot sectors for these reforms:

"The first monitoring of the implementation of 2021 Action Plans for those pilot sectors was carried out, and the Ministry of Finance will hold a series of seminars on the preliminary results of this monitoring and the progress of the reform process in general."
