Azerbaijan records nearly AZN 5 billion surplus in consolidated budget

In January–June 2025, Azerbaijan’s consolidated budget revenues amounted to just under 24.358 billion manats ($14.328 billion), while expenditures reached nearly 19.594 billion manats ($11.525 billion), Report informs, citing the country’s Finance Ministry.

According to the ministry, the consolidated budget posted a surplus of just over 4.764 billion manats ($2.802 billion).

Within the consolidated budget, the State Social Protection Fund collected approximately 3.963 billion manats in revenues (an increase of 554.6 million manats or 16.3% YoY), while its expenditures totaled more than 3.743 billion manats (324.5 million manats or 9.5% YoY).

Revenues of the Unemployment Insurance Fund amounted to 121.4 million manats (a decline of 33.7 million manats or 21.7% YoY), with expenditures of 84.4 million manats (an increase of 17.4 million manat or 26% YoY).

The Mandatory Health Insurance Fund posted revenues of about 1.254 billion manats (up by 82.5 million manats or 7%), and expenditures of just over 1.015 billion manats (an increase of 219.9 million manats or 27.6%).

The State Oil Fund of Azerbaijan collected just under 8.816 billion manats in revenues (down 427 million manats or 4.6%), while its expenditures reached 7.265 billion manats (an increase of 862.1 million manats or 13.5%).

The budget revenues of the Nakhchivan Autonomous Republic of Azerbaijan stood at 213.2 million manats (down 47.7 million manats or 18.3%), with expenditures of 203.2 million manats (up by 11.7 million manats or 6.1%).
