She said 22.5 C was recorded on December 18, 2003, a record high for the past 20 years.

"In comparison with the perennial norm, the amount of precipitation was lower. In most regions, the amount was only 6-54% of the monthly norm. Only in the Absheron peninsula, the precipitation amount was close to the climatic norm (76-115%)."
